How to do mutation in Haryana?

Short answer: After registering a sale, gift or inheritance in Haryana, you must separately apply for mutation (intkal) to update the jamabandi record to show you as the new owner - registration alone does not automatically update the revenue record. This can be done online through the jamabandi.nic.in portal or in person at the tehsil, and typically takes a few weeks once the required documents are submitted and any objection period passes.

Law: Punjab Land Revenue Act 1887 as applicable to Haryana; jamabandi.nic.in mutation module · Authority: General guidance · Status: in force · Checked 25 Sept 2026

The law behind it

Mutation (dakhil-kharij / intkal) - updating land revenue records after a sale or inheritance

Mutation is the process of updating the government's revenue records to show a property's new owner after a sale, gift or inheritance - it does not itself transfer legal title (a registered deed or the law of succession does that), but skipping it means the old owner's name keeps appearing in tax and revenue records, which can cause real problems later with loans, resale or property tax. In many states it is called dakhil-kharij or intkal, and it must be applied for at the local tehsil or revenue office after registration.

Punjab Land Revenue Act 1887 (applicable in Punjab and Haryana)

This colonial-era law, still in force in both Punjab and Haryana after their 1966 split, sets the framework for jamabandi records, mutation of holdings, partition of joint agricultural land, and the roles of village-level revenue officials like the patwari and lambardar. Nearly every rural land transaction in these two states - sale, inheritance, or partition - eventually runs through the machinery this Act created.

UP mutation application (dakhil-kharij) - Section 34 Revenue Code

After buying land/property in Uttar Pradesh, the buyer must apply to update the revenue/land records (khatauni) in their name - called 'dakhil-kharij' or mutation - by filing an online application under Section 34 of the UP Revenue Code, attaching the registered sale deed. Mutation does not itself confer ownership (which passes on registration) but is essential for revenue records, property tax, and future transactions to reflect the correct owner.
