Which ICAI Standard Governs Revenue Recognition for Builders?

Short answer: It depends on the entity: listed/large ('Ind AS') developers follow Ind AS 115 (control-based recognition, usually at handover). Smaller, non-Ind AS builders still follow ICAI's 2012 Guidance Note, using the 25%/25%/10% percentage-of-completion test.

Law: Ind AS 115; ICAI Guidance Note on Real Estate (Revised 2012) · Authority: ICAI · Status: in force (effective 1 Apr 2018) · Checked 25 Sept 2026

ICAI Guidance Note on Accounting for Real Estate Transactions (Revised 2012)

This is the classic rulebook for when a non-Ind AS builder can book revenue from flats sold before completion. It uses the 'percentage of completion' method, and a project only starts booking revenue once real construction and real sales have actually happened - not just on signing an agreement.

Ind AS 115 (Revenue from Contracts with Customers) - Application to Real Estate

Since April 2018, listed and large real estate companies follow a global 5-step model to decide when to book sale revenue - not automatically at handover, but only if strict conditions show the buyer is gaining control step by step. Most Indian flat sales still recognise revenue only at possession.

ICAI Guidance on Tax Audit (Form 3CD) Reporting for Builders - Section 43CA

When a builder sells a flat as stock-in-trade below the government's circle rate, tax law can still treat the higher circle rate as the taxable sale price. The tax auditor must specifically check and report this under Form 3CD, ICAI's guidance note explains exactly how.
